A.G. Peltz Group: Setting the Standard for RCC Pavements at Norfolk International Terminals (NIT)
A.G. Peltz Group, has successfully placed over 411,000 square yards of Roller Compacted Concrete (RCC) pavement across five phases at the Norfolk International Terminals (NIT) facility in Norfolk, VA. This extensive project began in 2005, following a rigorous evaluation of four potential pavement systems: Portland Cement Concrete concrete, Asphalt, Pavers, and RCC. After eliminating asphalt due to historical issues with rutting and puncture under similar heavy loading conditions, RCC emerged as the preferred solution for its unmatched durability and lowest anticipated life cycle cost among the remaining options.
The RCC was placed at a depth of 16.5 inches using a dual-lift construction method, with tandem pavers achieving an impressive 30-foot paving width. Quality assurance was a top priority, with over 450 cores and beams extracted and tested for compressive strength, flexural beam strength, and lift bonding efficiency. The results exceeded expectations, with compressive strengths exceeding 2,500 psi at 7 days, flexural beam strengths of 650 psi at 28 days, and lift bonding efficiency surpassing 90%.
To address concerns about differential settlement, the Port elected to place a Hot Mix Asphalt (HMA) cap over the RCC. As confidence in the RCC’s performance grew, the cap’s thickness was reduced from the original 3 inches to 1.5 inches in later phases, highlighting the pavement’s strength and stability. This project exemplifies A.G. Peltz Group’s dedication to delivering innovative, cost-effective, and high-performance paving solutions tailored to meet the unique demands of heavy-duty industrial facilities.
In 2024, to increase its throughput capacity, the Virginia Port Authority decided to replace the traditional straddle carriers with rail mounted gantry cranes at the NIT facility. This $83 million investment necessitated a complete rebuild of the container facility pavement. To that end, A.G. Peltz Group is currently under contract to place another 280,000 square yards of 16.5″ RCC at the facility.
